You can double-stack pallets in a 40ft container if cargo weight and stability allow. Most pallets are stacked 2 high with stretch wrap or strap reinforcement. The lower pallet must take the weight of the upper. Light, sturdy cargo like boxed goods double-stacks well. Liquid drums or fragile items often cannot.

Double stacking is usually limited by product strength rather than container strength. The container can often handle the load, but the goods underneath may not.
