You can double-stack pallets in a 40ft container if cargo weight and stability allow. Most pallets are stacked 2 high with stretch wrap or strap reinforcement. The lower pallet must take the weight of the upper. Light, sturdy cargo like boxed goods double-stacks well. Liquid drums or fragile items often cannot.
